AVAIO – a next generation developer and operator of sustainable data center. AVAIO is the developer, owner, and operator of the new data center campus currently under development in Brandon, Mississippi.
AVAIO is a team of digital and energy infrastructure professionals who have been responsible for the development, construction and financing of in aggregate more than 700 MW of data center capacity and over seven gigawatts of power & energy projects around the world. AVAIO, develops, owns, and operates hyperscale data center campuses and critical IT infrastructure.
AVAIO engages customers, utilities, and local communities early, shares unbiased facts and communicates in clear technical language. Whether AVAIO is working with a hyperscaler, a grid operator or a city, the goal is the same: a solution everyone can understand and rely on.
The Project
The current project underway is an initial $6 billion investment made by AVAIO and its partners during Phase 1 of the project. This is the largest economic development project in the history of Rankin County and when announced was the third largest investment in the history of Mississippi. This project will contribute significant fiscal benefits to Rankin County School District, the City of Brandon, and Rankin County. When operational, with Phase 1, AVAIO will pay the largest ad valorem tax bill in Rankin County by nearly 10 times.
This investment also creates substantial new workforce development opportunities for citizens of Rankin County, tapping into the large professional labor pool of metro Jackson from construction through operations of the facility. Once operational, Phase 1 of this project is expected to create more than 60 new full-time permanent operations jobs. In addition, the construction phase will bring thousands of new jobs in the region and a much broader impact to the regional economy.
The Location
East Metropolitan Industrial Center (EMC) in Brandon, is a premier, 1,133-acre industrial park strategically positioned at the “Crossroads of the South” near the intersection of Interstate 20 and Interstate 55. An Entergy Qualified Site, located just four miles from the Jackson-Medgar Wiley Evers International Airport, the park features exceptional multimodal connectivity, including on-site CPKC rail access, and utilities in place.
Originally home to a limestone rock quarry over 50 years ago, Rankin First has owned the EMC Park for over 30 years for the development of the industrial park.
Designed to accommodate advanced manufacturing, industrial operations, distribution, data centers, and corporate headquarters, the EMC boasts robust infrastructure and transportation access. The park has become a major hub for high-impact regional investment, serving as the home for major industrial projects like Brown Bottling Group, General Motors, the MS Army National Guard, International Paper’s new $225 million sustainable packaging facility, and the multi-billion-dollar AVAIO data center campus.
The Design

AVAIO prioritizes integrating its facilities into communities with minimal impact. Designed as a next-generation digital campus, the development features world-class architecture buffered from neighboring parcels by natural forest and landscaped terrain. The AVAIO design incorporates intelligent, high-efficiency sustainable elements, integrating features such as water-efficient cooling technologies, rainwater recapture systems, rooftop solar generation, and advanced cooling-system economization to reduce overall power demand. Together, these elements position the Brandon campus as one of the most forward-leaning and community conscious digital infrastructure developments in the region and the nation.
Community Benefits
Phase 1 of this project is expected to create over 60 permanent, high-paying operational jobs, along with thousands of construction jobs. Phase 1 of the project will draw 116 MW of power, contributing to local utilities like Entergy Mississippi in a way that is expected to lower utility costs for local residents. Like other large industrial customers, AVAIO covers their cost for energy infrastructure. The project includes sustainable features, including water-efficient cooling systems, rainwater recapture, and rooftop solar. The campus is designed with natural forest buffers to minimize visual impact on neighboring areas. Over time, the site will have hundreds of permanent jobs.
What will the tax revenues from this project support?
When operational with Phase 1, AVAIO will be the largest taxpayer in Rankin County, paying well in excess of $10M annually in property taxes, sitting on just 0.02% of land in Rankin County. These funds will directly support investments into:

- City of Brandon Police and Rankin County Sheriff’s Dept.

- Operational noise at the property line is designed to be equivalent to a normal conversation. AVAIO proactively commissions noise studies and incorporates sound mitigation design to every facility to meet current noise levels at property boundaries.
- An independent noise study found existing ambient sound levels near the closest residential neighborhood range from 42-56 decibels. These current readings are caused by traffic, households, commercial activities, etc.

- Backup emergency generators are enclosed, muffled, and tested for fewer than 50 hours per year, during daytime hours only, one-at-a-time, using best-in-class emissions controls.

Hospitals, government systems, and essential services all depend on cloud infrastructure, so the data center must stay online. On average, generators are used for no more than 30 minutes in a typical month, primarily for brief maintenance testing. They are not a source of ongoing air emissions under normal operations. AVAIO’s facilities are designed to meet or exceed all applicable air quality standards.

- Entergy, the power provider for AVAIO, has also issued a “Fair Share Plus” pledge aligning with the White House’s Ratepayer Pledge, which calls for companies to pay for their own power supply, infrastructure upgrades, and even for unused capacity to avoid passing costs to households. Additionally, Entergy has also signed on to the White House’s Ratepayer Pledge.
- Entergy’s Fair Share Plus pledge protects all customers from risks through contractual conditions designed to prevent undue electricity bill inflation. These customer protections include prepayment requirements, multi-year contract terms, credit and collateral requirements, and early termination penalties. Entergy’s pledge also ensures large-load projects, particularly data centers and other power-intensive facilities, create net benefits for everyone Entergy serves. City of Brandon sets rates based on the cost of providing service to different customer types. Large customers, such as data centers, add water demand without requiring a proportional increase in system-wide infrastructure. Revenue from large users supports system maintenance, debt service and infrastructure investments, helping keep rates stable and reducing cost pressure on residential customers.
- The Brandon Water Department, a division of the City of Brandon Public Works Department, is responsible for providing safe drinking water to Brandon, Mississippi residents. Drawing water from the Sparta and Cockfield formation aquifers, the department operates 10 wells, 4 water tanks, and 33 lift stations to distribute water throughout the city. The department’s services include water distribution, maintenance, and repair of water mains, fire hydrants, water meters, and service lines. Consistently ranked as one of the top water utilities in Mississippi, the Brandon Water Department is committed to providing quality customer service and ensuring the delivery of clean, safe drinking water to the community.
- Each proposed data center is reviewed through City of Brandon’s engineering and planning process to ensure supply and capacity before service is approved. Providing safe, reliable water for residential customers remains City of Brandon’s top priority, supported by strong watershed protection and long-term planning.

That’s because large industrial customers are paying a greater share of the power generation and grid costs that everyone uses. And that helps keep electricity reliable and affordable for everyone.
No. Entergy Mississippi’s agreements with data center customers have been structured to benefit all customers while also protecting existing customers from risks. Consistent with Entergy’s Fair Share Plus pledge, Entergy has ensured provisions in their customer agreements like prepayment requirements, multi-year contract terms, credit and collateral requirements, and early termination penalties to protect existing customers.
Customer contracts that include customer-specific provisions and ensure protections and benefits for all other customers must be reviewed and approved by the Mississippi Public Service Commission (MPSC). Entergy has recently filed a contract with the MPSC for its review and approval to serve AVAIO in Brandon that includes specific provisions requiring the customer to pay all interconnection costs to serve their needs. The agreement between Entergy and AVAIO was approved by the MPSC.
Binding contractual provisions in customer agreements such as early termination penalties are specifically designed to protect existing customers in the case a customer closes or reduces operations.

The chosen site at the East Metropolitan Center Industrial Park was already properly zoned for the planned use. AVAIO must also follow proper building permit process like any other private company. The Mississippi Department of Environmental Quality (“MDEQ”) has jurisdiction over air permits in the State of Mississippi. Like all companies, AVAIO must meet the standards set forth by state law and DEQ. As needed, AVAIO will have to apply for and meet the standards set forth by MDEQ.
